NAB CEO Says Cable Operators Plan to Water Down HD Signals

David Rehr, CEO of the National Association of Broadcasters, has accused the cable TV operators of a plan to strip and downconvert competitors’ transmissions, according to Multichannel News on Monday.

Two items need to be addressed, Mr. Rehr, said in his keynote address at the NAB meeting. The first is that cable operators are planning to strip out some of the multiple streams of content that broadcasters send out. The other complaint was regarding downconversion.

As an aside, Mr Rehr said the term "downconversion" needs to be recast so it doesn’t "sound like something to do with duck feathers.�

"This is a practice where, [Mr. Rehr] added, cable operators plan to downconvert broadcast signals sent in HD down to standard-definition pictures. If unchecked, he said, this would give cable�s own HD signals an unfair advantage over broadcast signals," Multichannel News reported.

In some cases, as with Time Warner and HBO, Time Warner cable might downconvert competitors’ content that competes with their own HD content to SD, TV Predictions explained in a follow-up article.

"What we have here is broadcast discrimination by the cable operators,� Rehr added. He pointed out that broadcasters have spent billions of dollars to upgrade their transmission systems to HD, and the plan by cable operators to downconvert for competitive reasons should be presented to Washington policy makers.
