European Commission May Cut Copyright Levies on Electronics

In place since the 1960s, the European Commission's levies on electronics that enable users to duplicate copyrighted material may be cut soon, according to an article at the Financial Times (subscription required). The Commission currently assesses levies on iPods, DVD players, cell phones, and other devices, with the total amount raised jumping from €500 million in 2001 to €1.2 billion in 2005.
An internal Commission document shows that the body wants to start exempting certain devices from the levy, such as cell phones, as well as begin calculating them more objectively and demand a burden of proof for the reasons behind the levy imposed on certain devices.
In addition, not all European countries assess the same amount. For example, France charges €51 on a 4GB iPod nano while Germany assesses €2.74 and the Netherlands and Belgium have no levy on the device. The Commission would like the levy to be assessed the same way in each country.
